No. A TV is not required - it merely monitors... but you do need something to record. Used to be VHS tapes and while those recorders are still available, hard disc drives are more efficient.

One system I use has a 4-channel security DVR (to capture video from 4 different cameras). Other systems use different DVRs. Remember, security is best when done in layers. This applies to computers, personal security, building security... whatever.

Online storage can get expensive - I am not aware of any online sites that can store 250 gig (or more) of data - for cheap. Someone has to pay for the internet connection, the hard drives, the tape back up, the servers, the racks, the battery back-up systems, the people to take care of that infrastructure, the building housing the infrastructure, the cooling and heating for the computer rooms, and everything else it takes to run a proper server farm.

My smallest 250 gig 4-channel DVR can store up to about a month of video and is assigned an IP address where it is part of the network that I can access (securely) from anywhere else that is on the internet... Fry's Electronics has a good selection (as do many other sites)... go to their web site - in the tabs, under "Electronic Components" select Security, then select Closed Circuit Television... and select Recorders...
